At present, the United States is the <\/span><a href=\"https:\/\/santandertrade.com\/en\/portal\/analyse-markets\/china\/foreign-trade-in-figures\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">country\u2019s third-largest import trading partner<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; next to South Korea and Japan. To start importing products into the country, retailers need to apply for an import license in China. Without it, imported products can get held at customs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this article, we discuss all the relevant details necessary for securing an <\/span><span style=\"font-weight: 400;\">import license in China<\/span><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h2><b>What is an Import License?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Before we get into details on how you can get an <\/span><span style=\"font-weight: 400;\">import license in China<\/span><span style=\"font-weight: 400;\">, it is important to understand what it actually is. The Chinese government requires it to import goods. It&#8217;s a measure to control the influx of imported products. The documents are non-tariff barriers that ensure the implementation of import quotas. China\u2019s Ministry of Commerce or MOFCOM handles the distribution of both types of import licenses in the country.\u00a0<\/span><\/p>\n<h2><b>Import License in China<\/b><b>: Automatic Licenses versus Non-automatic Licenses<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Automatic and non-automatic import licenses are the two essential import documents that an exporter needs to transact with Chinese importers. The difference between the two types involves import quotas and the specific imported goods in question.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">You&#8217;ll need an automatic license for the importation of \u201cpermitted goods.\u201d This license type&#8217;s primary purpose is for documentation and statistical reference. That said, there are certain \u201cpermitted goods\u201d that MOFCOM monitors, and these require additional licensing. The categories differ based on how receptive the country is to receive the specific goods in question:\u00a0<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Permitted Goods (no monitoring)<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Permitted goods that require no monitoring are the <\/span><span style=\"font-weight: 400;\">most accessible <\/span><span style=\"font-weight: 400;\">products to ship into China. Exporters that offer these items are only required to secure an automatic import license. Documents disbursed for permitted goods are only valid for six months for six batches of goods. Exporters may apply for a new license once the six months are up. Below are a few products that belong to this category:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Meat products, specifically beef and pork.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Clothing and other textile items<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Permitted Goods that are monitored<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">There are permitted goods that require additional licensing. While they are no quotas in place, MOFCOM monitors the importation of the following products:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Wines;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Poultry products;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Vegetable oils; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Electrical and mechanical goods<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Restricted Goods<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Restricted goods are subject to import quotas. As such, exporters who want to ship products under this category need a non-automatic import license. Failing to do so can result in the shipment being held at customs and sent back to its place of origin. Items within this category include but aren\u2019t limited to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Used Electronic products<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Substances that carry environmental concerns\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Food, fibers, and animal feed products that have some health risk<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Prohibited Goods<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Prohibited goods are items that exporters cannot import into China. These products are banned license or not:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Weapons and ammunition<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Forged currency<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Printed materials, or various forms of media including films, photos, movies, audiotapes, videotapes, CDs, DVDs, computer storage devices, and other things that could harm China\u2019s politics, economy, culture, and morality<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Poison and addictive drugs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Food, drugs, or other substances that cause bodily harm and are infectious or from epidemic areas<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Specific animal products<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">All living animals (excluding dogs and cats) and their sperm, zygotes, embryos, and other genetic things<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Silkworm chrysalis, silkworm eggs, animal blood, and its products,\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Products of aquatic animals<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Eggs and their products that are not heat-treated<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Fur, mane, bones, horns, oil and fat, flesh, and the corresponding products<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Edible bird\u2019s nests (excluding canned bird\u2019s nests)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Transgenic biomaterials<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Plants and plant products:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Fresh fruit and vegetables<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Tobacco leaves (excluding cut tobacco)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Seeds, sprouts, nursery stock, and other fertilizable plants<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Organic cultivation medium<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Soil<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Other prohibited goods:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Animal bodies, samples or specimens, and offal from animals<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Transgenic biomaterial<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Pathogens of animals and plants, dangerous insects and organisms<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Human blood and corresponding products<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Applying for an Import License in China<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">It is relatively easy to apply for an import license, but it requires close coordination between the Chinese importer and the exporter.
